Identification of results

This work package aims at identifying the results, achievements, and challenges of EU-funded projects dealing with sustainable building and low-carbon experiences. Further, it will analyze the institutional frameworks on this topics in the project countries (GER, AT, FR, IT) and elaborate a standardized framework on the main achievements. Another outcome will be a policy paper with recommendations that will be distributed to key decision makers on European level.

Objectives:

1) To identify the transnational needs and analyse the institutional framework and capacities with regards to an integrated perspective on nZEBS.
2) To track the main technical and policy achievements of Alpine Space Programm projects in the thematic field of low-carbon economy and energy efficiency with a focus on nZEBs.

Actions:

4.1 Survey on EU-funded projects: Achievements, challenges, failures, and gaps

From October 2013 - January 2014, partners from 22 EU-funded projects have been interviewed by the ViSiBLE project partners using a common questionnaire. By now, more than 50 deliverables to the transnational CESBA-initiative (http://cesba.eu) have been detected. The final output is a project result report on common objectives and challentes of EU-funded projects on NZEB and a low-carbon economy.

4.2 Institutional framework for sustainable building processes

PP Rosenheim released this report on the national institutional frameworks, i.e. public administrative actors that deal with energy-efficient building and a low-carbon experience and their competences. The institutional frameworks were analyzed for the cases of Germany, Austria, Italy, and France.

4.3 Standardized framework on main achievements of EU-funded projects

The outputs to CESBA have been integrated in the CESBA Wiki (www.cesba.eu) in a standardized format as informative factsheets on the projects' achievements. Further, on the 1st of July, 2014, a workshop was held within the frame of the 2nd CESBA SPRINT Workshop in Torino, Italy, in order to discuss the projects' achievements and challenges.

4.4 Workshop to validate results of EU-funded projects

A workshop of one day was held within the frame of theĀ  2nd CESBA SPRINT Workshop in Torino, Italy, to validate the results of 4.1, 4.2 and 4.3. All lead partners and other relevant project partners of the projects in the thematic field "low-Carbon economy and energy efficiency" plus representatives from the Alpine Space Programm and other important stakeholders will be invited for this workshop. The ViSiBLE Resource Book, a collection of the best EU project outputs on energy efficiency, a low-carbon economy and especially sustainable building, was also produced in this work package.

4.5 Policy paper

The CESBA initiative policy paper has been published in October 2014 and was first presented during a high-level conference in Brussels during the Open Days. It is available in English, German, French, Italian and Slovenian. The policy paper is directed at key decision makers on a European level and will contain clear policy recommendations based on the results of 4.4.
